I have only tried preshave one time. It was from Art of Shaving. It was really just olive oil in my opinion.
I never have tried Cold Cream I like my face Manley😂 Seriously though if the Cold Cream stays oily I say it will work as a preshave. Just the added moisture and lube is all you are looking for.

Now, you have stirred the pot, Tom. I have some Proraso Pre-Shave sitting unused. Well, I did use it, but I quit. Now I will have to try it again and see if it makes a difference. I have been paring back, and now I just use cold water for my pre shave, soap, cold water rinse, and AS. I will try the Proraso Pre-Shave tomorrow.

I have never used a preshave product, however, I have shaved with Regular Noxema in the blue jar several times with excellent results.

The proraso preshave isn't oily. Its a strange creamy texture.

Is Noxema the same as proraso? It looks like it too.
