I've had a run through my Waits but cannot find this exact razor. Instinctually, I'd say it is American.
Names such as Barnum, Boston, Dandy, Langsdorf, Leslie, Randall and Penn spring to mind. The handle is the same as the Leslie and the Randall.

Update to what I originally posted here: I let my mind wander a bit and remembered that a post already existed in the forum that provided pertinent info: Military razors (kudos to Joe B.)I wish I had remembered it before yammering on and on below... My original post:I believe it falls in the family of razors designed around this patent: www.google.com/patents/US952216I have a silver-toned cousin of the one you posted: Waits pages G8-G9 show the "Gold Military Shaving Kit" which, although having double edged head design, still have the two handle designs present in our two razors and also uses the blade loading mechanism covered by the US952216 patent. I suppose both single-edge and double-edge version were available. This is my best guess at the moment. Anyone else?
